Regulatory Updates: Licensing Actions Across Uzbekistan, Rwanda and Lithuania

Online gambling regulators in Uzbekistan, Rwanda and Lithuania implemented new licensing and compliance measures in late July. The actions include the issuance of initial digital permits, the suspension of a sportsbook operator and a formal complaint regarding payment processing.

Regional Licensing Developments

The Uzbek regulatory authority distributed its first online gambling licenses on 31 July. Olimpbet and Aurum Vale received the permits, marking the operational start of the national digital gambling framework.

In Rwanda, the Rwanda Development Board suspended Forzza on 30 July. The regulator cited repeated violations after the operator continued to offer casino games under a license restricted to sports betting. The suspension reduced the number of active licensees in the country from fifteen to fourteen.

Lithuanian authorities received a formal complaint from the European Gaming and Betting Association regarding Walletto. The association alleges that the payment provider incorrectly coded financial transactions to conceal player deposits directed at unlicensed gambling operators. The complaint was simultaneously forwarded to Visa and Mastercard for review.

The Uzbek market established its legal online gambling framework in January 2025. The regulatory updates were documented by MGL News.
